$3.2 Billion Energy Project Aims to Add Reliability to New York’s Aging Power Grid
The Propel NY Energy Project, a $3.2 billion initiative, aims to modernize New York State’s aging power grid by upgrading 90 miles of underground and submarine transmission lines.
Spearheaded by the New York Power Authority (NYPA) and New York Transco, this public-private venture seeks to improve grid reliability, reduce congestion, and support clean energy delivery across Westchester, Long Island, and New York City.
Anticipated for construction between 2026 and 2030, the project will introduce four new electrical substations and establish a “345kV resilient backbone” to enhance energy transmission capacity.
Transmission systems are the powerlines and substations that carry electricity long distances from where it is generated to the local distribution systems that supply our homes and businesses.
The upgrades will address the state’s outdated infrastructure, around 80% of which predates the 1980s. Secondly, the improvements will help prepare for an anticipated 90% rise in energy demand over the next two decades.

Propel NY is not tied to specific energy sources like offshore wind but focuses on improving core infrastructure for all power generation types. Community information sessions are underway to gather public input before finalizing plans.
Once operational, the infrastructure improvements will play a pivotal role in advancing New York’s clean energy goals while minimizing risks of blackouts and reducing economic losses from grid congestion.
