Hoar Construction Completes West Tower Expansion Project

Contractor praises use of technology, prefabrication, and collaboration

Hoar Construction announced the completion of the West Tower project, a seven-story, 140,000-square-foot expansion to the Shannon Medical Center in San Angelo, Texas. Contractors worked adjacent to the active hospital, employing technology and construction methods to minimize disruptions to patients and staff at the 1.5 million-square-foot healthcare campus. 

The project, which started in 2023, doubled the intensive care unit capacity to 19,310 square feet, added three patient care floors, and created three levels of parking below the hospital. The company reported using over 8,600 cubic yards of concrete and 790 tons of rebar. The 168-foot tower crane used on the project was the first of its kind to be used in the San Angelo city limits. 

When foundation work posed an unforeseen challenge in the ground layer, Hoar teamed up with project partners on the design team to devise a solution that allowed drilling to continue while minimizing local impact. 

Robots were used to reduce vibrations and noise during the demolition of a staircase. Contractors also deployed layout robots by HP Siteprint for hangar positioning in the concrete slab, the company said. 

The contractor brought in prefabricated materials to reduce the project delivery timeframe. Bathroom pods, headwalls, and exterior wall panels were built offsite. Hoar said this approach allowed the prefabricated work to occur concurrently with the onsite work,  and they were able to avoid the potential challenge of finding rural labor for that part of the project.

Project Manager Garret Wheat said in CityBiz, “With major labor shortages continuing to be a challenge for trades, it was crucial that our team recognized the benefit that prefabbing would have on our project schedule and budget, and it helped to further strengthen our level of trust with the Shannon team."

O’Connell Robertson served as the architect and MEP engineer with Datum Engineers on the project as the structural engineer.

Hoar Construction has completed over $1.4 billion in healthcare projects in the past decade according to the company's website. The company states they served as the general contractor in Texas for more than 950,000 square feet of healthcare expansion and renovation projects.

They completed the East Bed Tower expansion on the Shannon campus in February 2020, adding 7 stories, an 8,000-square-foot intensive care unit, and over 26,000-square-foot of interior renovations.
