Starting December 30, 2024, New York State contractors and subcontractors engaged in public work projects or certain private projects will be required to register with the New York State Department of Labor (NYSDOL).
Specifically, the directive comes under NY Labor Law Section 220-i, which aims to enhance oversight and compliance in the construction industry.
All contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor under Labor Law Section 220-i.

The new law applies to contractors and subcontractors involved in projects governed by Article 8 of the Labor Law. This includes private projects that receive public subsidies, renewable energy initiatives, broadband installations, climate risk-related and energy transition projects, and roadway excavations.
The state said a “contractor” is any entity that enters into a construction-related contract, encompassing activities such as demolition, excavation, repair, and renovation. Meanwhile, a “subcontractor” is any entity that subcontracts with a contractor to perform similar tasks under Article 8.
Under the new regulations, all contractors must be registered before submitting new bids or starting work on covered projects before the December deadline. Subcontractors are also required to register before commencing work on these projects.
The NYSDOL urges all contractors and subcontractors to register as soon as possible to obtain their Certificate of Registration. Early registration, they said, would help avoid delays in the bidding process or project timelines, ensuring smoother operations going forward.
